Mr. Tinkles is the deliciously evil antagonist of the 2001 live-action family comedy 'Cats & Dogs', which imagines a secret, high-tech war waged between cats and dogs just out of human sight. A pristine white Persian belonging to an oblivious family, Mr. Tinkles hides a grandiose criminal genius behind his pampered, fluffy exterior, complete with a long-suffering feline henchman and a habit of monologuing about his schemes.
His master plan is gloriously petty for its scale: to engineer a formula that will make every human on Earth catastrophically allergic to dogs, toppling canine-kind and leaving cats to rule. Voiced with scenery-chewing relish by Sean Hayes, Mr. Tinkles became the comic highlight of the film, a pint-sized supervillain whose fury at being dressed up in humiliating little costumes by his owners is as memorable as any of his plots. He returned for the sequel, cementing his place as one of cinema's most entertaining cat villains.
